I agree a number one should be one that has kept people entertained for years, like you said 'stood the test of time'. It's also one of the few choices that actually takes hindsight into account and chooses a show that has stood the test of time. Of course all the choices are personal, and i don't mean to try to belittle any of the choices that were made, but more classics should have made it into the list.
